Hi, I'm Steve Barclay, the owner of BARCLAY LEGAL.

I've been practicing law and lobbying in Arizona for over thirty two years. Nearly five years ago, in the fall of 2008, I returned to my roots by launching a solo venture. 

After spending almost four years with Jennings, Strouss and Salmon, PLC, where I served on the firm's Management Committee and chaired the Government Relations and Public Affairs Department, I was ready for a new challenge. Moving on was my choice and it was a very amicable parting.  I hold my old firm in very high esteem and often refer clients there for matters I cannot handle personally.

Before my tour at Jennings Strouss, my roots had been mostly in small firms - actually, for over twenty years of my professional career. Going back to my early days as a lawyer in Phoenix, I also gained great experience working at the large firm of Snell & Wilmer, and later serving as the first in-house Corporate Counsel for the Southwest Division of CIGNA Healthcare.

For many years I have concentrated my practice in the areas of state and local lobbying and government relations, as well as transactional legal work in the fields of health care, insurance, administrative and regulatory law. I appear regularly for clients before the Arizona Legislature and numerous state and local governmental agencies, boards and commissions.
